hard to start, low compression

My 2210d is extremely hard to start unless its cold. Then when it does start it barely has enough power to pull itself much less any implements, then it wants to overheat. That being said i have narrowed it down to what I feel is low compression. It did have a cracked head so I bought a new one, installed it and the above is my current situation. In hindsight I should have replaced the pistin rings while I had the head off. Now I'm going to go back in and do just that.

Now, my question is do I need to replace the sleeves or can I just hone them?

It really just depends on what the sleeves look like when you get in there. If they don't have any damage or measurable wear then I'd leave them.
