Yanmar YM276D Stuck fuel pump can't remove

I have a Yanmar YM276D with 190 hours that has sat in the garage for over 10Years. I was unable to get any fuel to the injectors when cranking and discovered the injection pump had two of the three plungers stuck and the rack is stuck solid. I can't remove the pump because the stuck rack won't slide forward to clear the housing. I'm afraid if I put to much more pressure on the pin in the rack I'll break it off. Any ideas on how to loosen the rack up enough to get the pump out?

Have you sprayed it down with a good penetrating oil? Then tap around on it, might have to do this for a period of time using patience.
