YM 2000 will not idle down

I fired up my wife's YM 2000 for the first time this season. While it was a little hard to start (required a jump start), it did crank up BUT will run at MAX rpm's only! Throttle handle operates but has no effect on engine speed. All linkages seem to be in working condition. Could the pump be the culprit?

That is almost always caused by the injection pump's rack being sticky. The oil sometimes gets sticky when sitting a long time and needs to be cleaned with WD40 or similar until the rack slides just by tipping the pump. You can get to the rack through the inspection plate.
