YM2210 manual gears shift locks up rear end

I have a YM2210 that locks up the rear end whenever I try to shift the manual shifter to one side. The other side (only two positions). Not sure about the shift pattern.

That is typically caused by the shift fork being stuck in one gear (the shift lever slips out of the fork and leaves the gear engaged). Trying to put it into a different gear puts the transmission in a bind since you cant go two speeds at once. Does the tractor try to move when in neutral?

It will not try to move once i get it unstuck and in neutral. What is suppose to keep shift lever engaged? It moves free between the two fork levers.

Also. I am the parts manual. it appears that the Ball and springs that go into the fork shifters are missing. could this cause this and are they available to purchase?

Yes, the spring pushes the ball into a detent to keep the lever from moving.
