2820D decompression valve sticking

When I bought my tractor I thought I was using the decompression valve when it was cold, however it wasn't working. When I disconnected the cable, the decompression valve does work but requires a tremendous amount of pull to activate it. The cable is new and free....what could be causing it to hang up?

If all external linkage is free then it can only be the decompression shafts with the cam on it (goes through the valve cover and sealed with o-ring) are binding.

Shouldn't be. A drawing of the 336, I am guessing your 2820 will be similar.
